notifications: Add code to send notifications

Add a function (patchwork.utils.send_notifications) to process the
PatchChangeNotification queue. We try to group mail to the same sender,
by waiting settings.NOTIFICATION_DELAY_MINUTES to allow other
notifications to arrive.
