Add "noipx" as an option that does nothing to avoid breaking
installations that have "noipx" in /etc/ppp/defaults or wherever.
(The IPX-related options were removed by commit
c2881a6b71a3 ("pppd:
Drop linux IPX support (#326)", 2022-01-13)).
