Add CFLAGS to LDFLAGS

Add the CFLAGS options to LDFLAGS so that the machine option
from CFLAGS is used when linking.  This duplicates the
behavior of automake.

Fixes errors like these:
  ppu-ld: skipping incompatible libc.so when searching for -lc
